Broad-Based Black Economic Empowerment (B-BBEE) is South Africa’s legislative framework for addressing the economic inequalities created by apartheid. It evaluates businesses across five transformation elements — Ownership, Management Control, Skills Development, Enterprise & Supplier Development, and Socio-Economic Development — and assigns a rating level from 1 (highest) to 8, or Non-Compliant.

Exempted Micro Enterprises (EMEs) — businesses with annual turnover below R10 million — are automatically granted a Level 4 B-BBEE status, or Level 1 if the entity is 51%+ black-owned, or Level 2 if it is 30%+ black women-owned. EMEs can use a sworn affidavit to confirm their status without undergoing a full verification.
